What’s the best Programming Strategy/Software to use when a Website is needed to launch super soon?

I’ve heard of a Content Management Tool that’s a premade framework. any other suggestions???
Depends what you need from your site. I think you mean Content Management System which is a set of functionality all ready written for you with the option of adding customized modules to extend functionality and normally the ability to change the "theme" of the site to make it look different.
Most CMSes come with:
User Registration
Blogs
Forums
Picture Gallery stuff
