Just out of curiosity. I have different levels of knowledge in PHP, HTML, Javascript and CSS. Also a primer in MYSQL. What are different languages I could focus on or add to my knowledge to create a Content Management System?
Look at these…
Free Content Management Systems:

http://www.joomla.org/

File Thingie?(small web-based file manager written in PHP. It is intended for those who need to give others access to a part of their server’s file system when FTP is not practical): http://www.solitude.dk/filethingie/

That would pretty much cover it. Of course there are other options like .net, asp, mono, and maybe ruby, but I believe the most common CMS systems use php/mysql and of course HTML/CSS with maybe some Javascript.
There are many open source CMS systems already out there so unless you have some novel idea I don’t see a point in reinventing the wheel. If you want to create one from scratch just for the learning experience knock yourself out, but in most real world cases just downloading and using one already done and modifying it to suit is the way to go.
