Choose the best 15 for "Learning Management Systems"?

Here’s a comprehensive list of learning management systems from across the globe. The link below shows combined both open source and commercial LMS systems to remove any confusion.

My company is looking forward to outsource "Learning Management Systems" to its clients from any of these companies. How do I get to know the best among these, so that I could advice my company to send Rfps’ to a list of top 15 companies?
My company is looking forward to host e-learning online and mediate learning/training programs for employees for any kind of learning or training. For example, our client wants a LMS/LCMS for a fresher comes to the company, he/she could visit the portal and do e-learn about the company. I wanted do know which all company will provide LMS or LCMS to our company so that we outsource and integrate the process with the required tools and provide to our clients. So I would like to know who are the best 15 vendors LMS/LCMS.

We were/are looking to change our current one, all i can say is avoid Outstart like the plague!!!

However, how many employee’s are you looking to serve?
There are some good "cheap" solutions that get the job done if you are serving either a small group or simple content.

LCMS’s (Learning Content Management Systems) allow you to analyze your courses and compare how students are doing as well as track their answers. (so you can compare if everyone is missing a question because it was worded poorly).

We are hoping to get Ziiva from Prosperity below as it had a lot of what we are looking for, we will probably pick them up next year after the Outstart finally expires. (Did I mention you should avoid them like the plague?).
