What is the best CMS for a non-profit website?

I need to develop a content management system website for a not-for-profit agency. What would be the best system to use (open source)? I prefer PHP. How much should I charge for building a site?
The link below will help you get started developing a no/low-cost website for the not-for-profit.
Depending on your training and hands-on experience you should be charging at least $50 an hour. If you are feeling charitable you could donate some of your time and have them give you a contribution receipt so you can use it on your tax return.

That, no doubt, depends on what your client wants in a website. There are thousands of CMS’s out there. I prefer Joomla for most of my applications, but again, depends on what you need.
Here’s a neat little tool that might help:
http://www.cmsmatrix.org
That will let you compare a few different systems. I would run a comparison on the top open sourced PHP apps, like Joomla, Mambo, Drupal, PHPNuke and any others I am forgetting.
